On 23 May 2023 clashes started in Manipur. This is a clash between two castes. In these clashes 142 people have been killed 310 injured and 1700 burnt. Even though the troops are protecting us the clashes are not stopping. I am going to tell you today why the clashes started in Manipur. First you need to know the rules about the geography of Manipur. This is the map of Manipur. Manipur is a state. Only 10% of the state is study land, that is, plain land. The rest 90% of the state is hilly and forested. If you look at this map, you will understand that there are three castes in Manipur. In other words caste is called caste or community in some states caste is called caste in other states caste is called community any two names have the same meaning but the names of the three most common castes in Manipur are one, two kukki and three naga but among these three castes the Maithili caste is called Chaduna. Those who live in the month Kuki and Naga clan live in the forests. Kuki and Nagakulam who live in the foothills of these hills are also called tribals or tribals. Going to the main topic the people who live in the month of Chadunu are a bit dry financially because where they are there are roads or hospitals or educational institutions or water facilities. Because there are more Kuki and Naga people in the foothills because they are a little backward economically There is a rule in Manipur which means that people who live in the month of Chadunu but people from other states should not buy or sell land in the hilly area, that means these people should not buy or sell the land in the hilly area. Why is that rule named Article 371 People can buy and sell properties in Chadunu month because the people living in the hills will develop economically but there are more of the people but the general category people are more of the BC category and the Koki people are more of the Christians but since 2012 these people have started to make a demand that demand is If they want to be included in the ST category I will tell you the reasons why these people are doing it. The first reason is that during the British period these people had the ST category but after the Indian Constitution came into force they want to be removed from the ST category. They are living in only 10% of the territory, because of this there is not enough land for these people, there is no permission to buy in the hills so if they are given ST category, they say that there will be no restrictions that they can also buy land in the hills. It is being demanded since 2012 that there is a process for inclusion of any caste that process is first the state government has to ask the central government about the matter through a letter then the central government sends that letter to the office of the registrar general of India organization
The government will consider and decide whether the category is eligible or not and after they decide they will send it to the President office. If the President also decides, then it will come into effect. Since 2012 they have been asking the state government to send a letter to the central government but the state government has not done that. I will tell you the reason later the state government is not responding but what the people have done is that they filed a case in the Manupur High Court in 2012, but the judgment came in March 2023. If that judgment is that the High Court told the State Government to send a letter to the Central Government about giving ST category to these people within four weeks the controversy has started. What they did is countering that judgment and filed a case in the Supreme Court. Then they will also get permission to buy land in the hills. Since they have more money they will buy the land in the hilly area with that money and settle there to cultivate the land. They say that they will be treated as if they were to be made that they will be oppressed that they will be hanged even if they are hanged, that political power will be lost to the tribals that tribals will be oppressed that all these days we are getting jobs because we have reservations and now if they are also given ST category then reservation will be of no use to us and the oppressed people will be given ST category and people are against giving ST category to these people on the grounds of how to give ST category to people who are well off.
A case was filed in the Supreme Court and then on May 3 the Kuki people held a big protest in Manipur protesting that it would be unfair if they were given the ST category. The protests were organized by the All Tribal Students Union Manipur ATSUN. Due to groups of people protesting the peaceful protests turned a bit violent but the clashes started between the village where these people were mostly Kuki people they fought with them shot with guns burnt the houses etc. Nowadays if there are more people there will be more people that is why there are more fights in the nearby villages of these two cities but because these people are mostly Hindus and Kuki people are becoming Christians the fights are turning into communal fights. Another reason is that the country of Myanmar is on the border of Manipur Since 1970 many people have come to Manipur and settled in the hilly areas. What the government has started to do is to evict the people who are living in the hilly areas after 2010 but not before the year 2017. They also started evicting them. What did the state government do They got angry. They said that we are staying illegally and they are evicting us because it is forest land. People started protesting that it is unfair. The clashes between these two groups are not new they have been happening for a long time. Guns are there because in Manipur people from one village go to fight another village.
That’s why the government always gives license guns to some people in the village to protect the village but many of them have a license and bring them illegally from China. Also in Manipur it is not so easy for the police to find the wrongdoers because there is a possibility that the wrongdoers go to the hills and no one can find them but the Supreme Court has given a The Manipur High Court has no right to give ST category to a community that right is in the hands of the government, the court has only the right to give a judgment that the government should answer what the people are asking. There is no response from time to time. Now I will tell you the real thing. In order to give ST category to a caste the Lokur Committee laid down five rules in 1965. Those rules are that the characteristics of the adivasis should be different culture. People are demanding for ST category because many of the existing ST category people are not according to those rules so why can not the state government stop so many fights going on. If there are majority of these MLAs in the assembly then the public is saying that they are not taking the state government because they are afraid of losing votes if they take strong action. There are many such abominable arguments that if ST category people are included they will become more powerful. If the government is there with the intention of giving them the powers that they do not have the people of the Naga caste like here and the people of Kokika have made a plan for it from where they are. The tribals here are saying that there is no opportunity to come here and we have chosen this profession to survive after working hard for many years.
