This one national one election policy that the central government wants to bring is a simple one, that is, first let’s go to the politics of our Telugu states, we all know that any party government that comes to power has a five-year administration period. Gota means VD government has their power till May 2024 TRS government finally came to the authorities in December 2018 and their party will be in power till December 2023 Why are these two examples given I mean the elections in our Telugu states were held at different times and it is going to happen in the coming days too. Henceforth, elections should be held simultaneously in both states, that is, if AP elections are held at the time of Telangana elections, i.e. at the end of 2023, even if there is a YSRCP government, it will be taking time for them without completing them. Even after the term of office of the government is over, it is as if they have been given more time for six months. Just because there is a gap of six months between the elections in two Telugu states, holding elections in two states at the same time, one of the two governments will cause damage to the government. How many states will be lost if elections are to be held, because Karnataka, Nagaland, Tripura, Meghalaya are these four states, but the elections were completed only six months ago, so if it is decided that elections should be held all over the country at the same time, it will be as if the governments in those four states have lost four and a half years.
Now let’s get down to our original topic, at present the central government i.e. the BJP government is trying to bring this policy of one nation one election in India which means elections should be held all over the country at the same time but behind this decision taken by the Modi government there is some loss as well as some gain hidden. And if Modi thinks it is enough, we have to see whether there is a possibility of holding such an election in terms of the constitution. If so, why should the other states also accept it? Let’s see who will gain and who will lose. The central government is thinking that many changes should be made in India before the upcoming 2024 Lok Sabha elections, but the most important of them is that this one nation, one election system has always been doing this idea by setting up a committee on the issues of how useful it is for the country. If the central government has taken a step forward in the economy now, it is said that the central government is also going to introduce bills related to this in the special parliament sessions organized by former president Ramnath Kovind from September 18 to 22 this month. Finance Commission Chairman N. Kesing Sr. Former Lok Sabha Secretary Congress Party Leader Adhir Ranjan Choudhary are members of these committees but Congress MP Adirindi has already rejected the invitation of the committee against this decision. Let’s see how it is that in almost all Telugu states, people are voting for two votes to elect the MP and MLA at the same time in the elections held on the same day.
But only once in Telangana in 2018 due to early dissolution of the legislative assembly, the state assembly elections were held six months before the Lok Sabha elections. This is an experience for the Telugu people in Telangana. Not being held During the first general election held in our country in 1952, two elections were held simultaneously for all the state assemblies and the Lok Sabha, but it went on well till 1967, but after that due to reasons such as the political conspiracies in some states did not get proper majority, the assembly of those states were canceled and re-elections were held. The Gemini election system has completely derailed. According to the constitution, the elected government is only allowed to remain in power for five years. However, if any assembly is dissolved for any reason, elections have to be called again in six months. In many states, the five-year term limit in the respective assembly could not be completed, and the government stepped down from power in the middle due to various political reasons. Assembly elections were to be held in that state again and that happened and the new governments that came in the middle continued their power for five years from there. When the Church came up with the issue of Gemini elections, the then Law Commission said that along with 5 constitutional amendments, the Representation of the People Act would also have to be amended. For the conduct of these Gemini elections, many amendments of Article 356, Article 324, Article 83/2, Article 172/1, Article 83 of the Constitution were suggested.
But the strength of the Parliament at that time Keeping in mind the strength of the favorable governments in the state, the Center postponed this idea and according to Article 356 of the Constitution, the Center has the power to dissolve the state assemblies, and the Center does not have the power to use Article 356 without proper reasons. Since the Center cannot take a decision unilaterally, at least half of the states in the country should accept the decision taken by the Central Government. This means that the support of 67% i.e. 362 MPs in the Lok Sabha is required and the support of 67% i.e. 124 MPs in the Rajya Sabha is required in the Rajya Sabha. In addition, 14 of the 29 states have to approve this bill and send it to the center. There is only support of 333 MPs but here the Center needs some more MPs from Telugu states so the role of Telugu states is going to be very important in this bill but for the support of 124 MPs required in the Rajya Sabha the central government and their allies have only 93 MPs strength so they are opposing this bill. This one aspect seems to be of little use to them and as far as the states are concerned BJP itself is in power in ten states while in how many other states BJP is part of the state government there so the cooperation of the states will be available Central Election Commission will always get opinions from almost all the recognized political parties but BJP along with its allies will have a majority. Parties like Congress Trinamulu Congress CPI CPM NCP are opposing this decision.
But in Telugu states TRS YCP TDP supports this decision but actually if we look at the things that all these lakhs policy will be any profit or loss to the people to the government, the money needed to hold separate elections like assembly elections and parliament elections means police teachers. Revenue Municipal that is employees of Departments we are using all of them can be used to conduct two elections at the same time but there is also an opinion that due to this system the accountability of the people will increase and the voting percentage will increase. Moreover, especially in order to hold separate elections, separate elections have to be conducted, due to which the development works of the government will be hampered in the implementation of government schemes, so it is strongly heard that the Jamili election system can eliminate that problem, but because of the Jamili election system, the flow of money will decrease a little and the cost of elections will be reduced. In our country, which is the largest democracy in the world, there are also doubts as to how far it is possible to hold it in our country, which is the largest democratic country in the world. As a result of holding the Assembly and Parliament elections simultaneously across the country, it will put a burden on the government employees, especially the security personnel, the police and the central forces. Another argument is that currently only 12 lakh EVMs are available in our country, but if it is said that about 20 to 25 lakh EVMs will be required to conduct a big style election, then there will be only six months to conduct the election. Some argue that there are a lot of advantages, while others say that there are also losses at the same level, that is, due to the elections being held simultaneously across the country, people can organize the elections for the parliament and the assembly elections at the same time.
